P1130 indicates the upstream heated oxygen sensor on Bank 1 is not switching normally and the engine control module has reached the limit of its adaptive fuel correction trying to compensate. In simpler terms, the front O2 sensor is not reporting the expected rich/lean swings, so the fuel trim is maxed out.
