P0561 — System Voltage Unstable

OBD-II code P0561 means the powertrain control module (PCM) has detected that the vehicle's electrical system voltage is fluctuating or varying outside the expected range rather than remaining steady. A stable charging system is required so the PCM and other modules can operate reliably, so any significant voltage swing between battery and charging circuits can trigger this code.

Symptoms

What causes it — most likely first

1. Loose, corroded, or damaged battery cables and terminals

A poor connection at the battery posts, ground strap, or main power lead creates resistance that causes voltage to vary as current demand changes. This is the single most common cause and should always be inspected first.

2. Weak or failing battery

A battery with reduced capacity or an internal fault cannot hold voltage steady under load, especially as the alternator's regulator responds to changing demands. A battery that passes a surface-voltage test may still fail under load.

3. Failing alternator or internal voltage regulator

When the alternator's output or its voltage regulator is failing, charging voltage can swing high and low instead of holding the expected 13.5–14.5 V range, which the PCM will flag as unstable.

4. Bad chassis or engine ground straps

Corroded, broken, or loose ground straps between the engine, body, and battery introduce resistance that causes reference voltage to shift as current flows. Ground issues are easy to overlook but a frequent source of unstable voltage readings.

5. Wiring harness damage, high-resistance connections, or accessory overdraw

Damaged insulation, corroded connectors, or a shorted accessory pulling intermittent current can create sudden voltage drops the PCM interprets as instability. A blown fusible link or corroded under-hood power distribution point is also common.

6. PCM (engine computer) failure or internal regulator fault

Only after all wiring, grounds, battery, and alternator have been ruled out should the PCM itself be considered. A true PCM-internal voltage sensing failure is rare; the module is almost never the actual cause of P0561.

How it's diagnosed

  1. Measure battery voltage with the key off (expect roughly 12.4–12.7 V) and with the engine running (expect roughly 13.5–14.5 V); note any fluctuation.
  2. Visually inspect and tighten the battery terminals, main positive cable, and engine-to-chassis ground strap; clean any corrosion and retest.
  3. Load-test the battery to confirm it can hold voltage under simulated cranking load; replace the battery if it fails.
  4. Test alternator output and AC ripple with the engine running at various RPMs; an unstable reading or excessive ripple points to the alternator or its regulator.
  5. Check voltage at the PCM power and ground pins with a wiring diagram to confirm the module is seeing a clean, stable supply.
  6. If all of the above are good, inspect the charging system wiring, fusible links, and major grounds for resistance, then re-evaluate before considering the PCM.
