A missing or failed fuse that feeds the VVT circuit will cut power, resulting in an open condition.
The VVT system often relies on oil pressure; insufficient pressure or dirty oil can prevent proper operation and trigger a fault.
While the code refers to the actuator circuit, a faulty camshaft position sensor can cause incorrect timing signals that the PCM interprets as an open circuit.
The control module itself can fail, but this is the least common cause and should be ruled out only after checking the solenoid and wiring.
